Enhanced Use Leasing (EUL)

Enhanced use leasing (EUL) has become an increasingly valuable tool for governments to attract private sector capital and expertise to acquire, construct, or upgrade facilities and related infrastructure. This tool is being deployed by several Federal agencies, including the U.S. Army, U.S. Air Force, and Department of Veterans Affairs, as well as by state governments, such as the Commonwealth of Virginia.
